水環境と地域構造の研究 集落の立地場所と湧水・水路との関係、湧水と信仰に関係ある神社との立地場所との関係、また丘陵地と低地の特定地区における農村から都市化への変遷を地図、現地調査、ヒアリングから分析を行い、画一的市街化の変化を経てなお、地域に残る歴史的構造を明らかにした。水辺景観の分析として、幹線用水路の周辺環境、特に住宅街を対象に周辺用途や水辺環境構成要素分析、水路周辺断面、現況写真の分析から、水路と住居・住宅地の景観の定性的特性の抽出や実測断面図や水辺環境構成要素分布などより定量的特性を見出し、今後のまちづくりの手がかりとした。 水路・農地の消失プロセスの研究 都市化による水路消失プロセスをDIDや区画整理事業などから示した。そして今後の再生のあり方として、人口減少社会を見据え、区画整理事業などにより整備された公共空間の活用や市街地再編に加え、これ以上農地を減少させない営農環境の必要性について提言した。また、GWRを用い、都市郊外における農地保全のあり方を探る為に、農地転用、農地安定地点の要因を明らかにした。 農業用水路をとりまく現状と主体(用水組合、市民、行政など) 農業用水路がおかれている状況を水利権、維持管理、取水源の水環境、用水組合など用水に関わる主体の取り組みやその変遷について調査研究を行った。また、水辺環境保全のための取り組みとして市民活動や計画づくりへの参加の実態や有効性についてヒアリングや資料などから考察をおこなった。2006年度、2007年度にはアンケート調査を実施し、用水に対する市民意識や行動から用水再生の担い手について考察し、さらに用水に対する環境価値について研究をおこなった。 ○Research into the aquatic environment and local structures Based on maps, surveys of the local area and interviews, we analyzed the relationship between springs and canals and the locations of settlements, the relationship between springs and shrines with a connection to faith, and the changes in specific upland and lowland areas from farming villages to urban areas; we then clarified the historic structures remaining in the area even after changes resulting from uniform urbanization. With regard to analysis of waterfront landscapes, we analyzed the environment surrounding trunk canals, particularly constituent elements around the waterside and applications of surrounding areas in residential areas, as well as analyzing photographs and cross sections of the peripheries of the canals; this enabled us to identify qualitative characteristics of the landscapes of the canals, houses and residential areas, as well as creating cross section diagrams with actual measurements and ascertaining the distribution of constituent elements in the waterside environment, thereby providing hints for future development initiatives. ○Research into the process by which canals and farmland disappear The process by which canals are lost as a result of urbanization was demonstrated from DID and land readjustment projects. Furthermore, with regard to approaches to future regeneration, as well as the utilization of public spaces developed as a result of land readjustment projects, and the reorganization of urban areas, in anticipation of the reduction in the size of the population, we have proposed the necessity of ensuring an agricultural environment in which agricultural land is not reduced any further. Moreover, using GWR, in order to identify the ideal approach to the conservation of agricultural land in city suburbs, we have identified the causes of the conversion of agricultural land and reasons why agricultural land remains stable in certain areas. ○The current status of irrigation canals used in agriculture and key players in relation to these (water use cooperatives, local citizens, local governments, etc.)With regard to the status of irrigation canals used in agriculture, we conducted a survey of water usage rights, maintenance and management, the water environment relating to intake sources, and initiatives by major parties associated with water supply, such as water use cooperatives. Moreover, we examined interviews and data regarding the effectiveness and status of participation in the development of plans and local citizens’ activities implemented as initiatives to conserve the waterside environment. We implemented questionnaires in fiscal 2006 and 2007, considering the consciousness of local citizens regarding water supply and examining their actions to determine who were the leaders in the regeneration of water, and conducted research into environmental values relating to water supply. |
