Research Summary
都市近郊の大規模宅地造成は1950年代後半から四大都市圏を中心に顕著となり、初期の低地や台地主体の造成から60年前後には丘陵地の全面改変へと移っていった。
これら近年の開発では、地域の自然環境がもつ制限因子を現代工法を用いることで克服しえたかにみえるものの、環境に内在する可能性因子の積極的な活用にはきわめてわずかの配慮しかふり向けられず、また実清に対する総合的な把握・検討の例も少ない。
流域面積41.4kmをもつ多摩川支流の大栗川流域の場合も、1960年代半ばから始まる大規模開発に伴う多様な問題を露呈しており、日本の環境問題のモデル地区と呼んでよいほどの現況にある。
そこで同地域の自然環境、とりわけ都市計画行為と密接な関連をもつ土地条件に着目し、それが固有にもつ可能性ー制限因子は同地域の都市化の変遷をどう規定してきたかを、近代以前、開発プーム前、開発中期、後期の各時代ごとの地図、資料および現地調査に基づいて分析し、地域環境の変容のメカニズムを検討することを目的として、本研究を行った。

In the late 1950’s, large-scale reclamation for housing was accelerated in suburbs especially of four major cities. At first, such reclamation was conducted at lowlands and plateaus only. In around 1960, however, hilly areas were also transformed into residential areas.

In this recent residential development, it seems that people succeeded in conquering limiting factors (disadvantages) of local natural environments by introducing modern construction techniques. However, they have paid little attention to make use of potential factors (advantages) of nature. Moreover, it is not well understood what advantages nature has.

In the mid 1960, the basin of Oguri River (with a basin area of 41.4 km2), a tributary of the Tamagawa River, also experienced a large-scale development. Since then, a lot of relevant problems have been discussed. In this regard, this river acts as a model of Japan’s environmental problems.

Given this background, we focused on the local natural environment, especially on land conditions that have strong associations with urban development projects. We analyzed the effects of local limiting and potential factors on the transformation of the areas, based on field surveys, as well as on data and maps in different periods?before modern era, and before, during and after the residential development boom. Through these analyses, we discussed the mechanisms of changes in the local environments.
