財団法人とうきゅう環境財団の助成を受け実施した「西暦2000年の多摩川を記録する運動(1998~2001年)」同じく、「西暦2010年の多摩川を記録する運動(2008年~2011年)」では、多摩川の利用一斉調査の他、主に動画を中心とした多摩川の映像記録軽273点を収集した。さらに近隣の住民、市民に広く知ってもらうことを目的とし、長期良好な状態で保存が可能なDVDに編集、デジタル化し、現在、多摩川沿川の交流施設で公開している。この動画収集過程で、国土交通省をはじめとして流域の市区町村の中でも、8ミリメートルフィルム、ビデオテープ(VHS形式,Beta形式等)等で保管されているものや、個人所蔵を含めた古写真等も多数存在することが判明した。本調査は、原則的に1970年代以前の映像及び1960年以前の古写真を収集し、体系化し、電子データとして記録、保存、公開することを目的とする。


多摩川に関する古写真の収集は、概ね1960年代以前のものを対象に、個人の所蔵、沿川の自治体が運営する郷土館、博物館等を中心に収集することとした。


まず、沿川の自治体の教育委員会宛に依頼文を発送し、各自治体がこれまでに作成した郷土の風景や生活の変遷等の記録を目的とした写真集、文献等の発行状況について調査を行った。回答のあった沿川自治体のうち、該当する文献等のリストを表-①に示す。


個人所蔵の古写真については、2008~2011年に実施した「西暦2010年の多摩川を記録する運動」の調査関係者に聞いたところによると、写真等についてはアルバムの整理が困難なこと、親の世代から引き継いだ写真等は焼却処分をしてしまったこと等により、入手するのは困難を極めた。また、撮影者が故人になった場合、遺族から郷土資料館や博物館等に寄贈する場合があるが、公表する機会が少なく倉庫に眠ったままの状態が多いようである。


このような状況の中で、多摩川に関する古写真、漁具及びその製作過程、絵画、古絵図等をスクラップした写真アルバム12冊、約1,440点を、安斉忠雄氏から提供を受けた。これは、多摩川ふれあい教室等、交流拠点で閲覧、公開を行う予定である。また、提供していただいたアルバムの他、安斉忠雄氏他に古写真の資料の中から、収集古写真2,750余点のネガシートを体系的に選別し、デジタル編集して電子化を行った。


In the activities, “Movement of Recording the Tama River of the Year 2000 (1998-2001)” and “Movement of Recording the Tama River of the Year 2010 (2008-2011),” both of which were subsidized by The Tokyu Foundation for Better Environment, we conducted a blanket survey on the usage of the Tama River and collected a total of 273 photos and films, most of which were moving images. Then, with an aim to let more residents of surrounding areas know about the collection, we edited and digitized them into DVD format, so that they could be preserved in good condition for a long period of time. They are now being exhibited at local facilities located along the Tama River. During our collection process, we have found that there are lots of 8-millimeter films and video tapes (in VHS, Beta, etc.) being kept not only in the Ministry of Land, Infrastructure, Transport and Tourism but also in the municipalities of the river basin, as well as many old photos including private collections. The purpose of this survey is, in principle, to collect images taken before the 1970s and old photos taken before 1960s, and systematically file, digitize, store and exhibit them.


 


As for old photos relating to the Tama River that were primarily taken before the 1960s, we decided to look for private collections and those mainly stored in municipal museums and folk museums along the river.


 


The survey started off by sending an inquiry letter to the boards of education of municipalities along the river, asking for lists of photo collections and literature published by them in the past to record the changes of their local landscape and life. Table 1 shows the lists of relevant documents provided by the municipalities that answered us.


 


As for the privately collected photos, we had a hard time obtaining them. According to the person participated in the survey “Movement of Recording the Tama River of the Year 2010” during 2008-2011, this was because those old photos were not organized and some were burned after being handed down from the previous generation. There were also cases in which family members donated the photos taken by their elders to local folk museums or local museums. In these cases, many of these collections were left in dead storage in the museums without being exhibited.


 


It was in the midst of these circumstances that Mr. Tadao Anzai offered us his 12 photo albums with about 1,440 old photos showing the Tama River, fishing gear, the process of making the gear, drawings, old picture maps, etc. We plan to exhibit them in the Tama River Friendly School (Fureai Kyoshitsu) and other public facilities. Among the photos in his albums and other old photos from Mr. Tadao Anzai and others, we have selected about 2,750 negatives, which we systematically sorted out, and digitally edited into an electronic version.
