小菅村源流景観協議会は、平成２４年９月２９日、小菅村体育館で多摩川源流景観シンポジウムを開催した。シンポジウムでは、木下正之小菅村源流景観協議会委員長、舩木直美小菅村長、馬淵広三郎公益財団法人とうきゅう環境財団常務理事がそれぞれ挨拶。続いて「景観計画１年間の取り組み」を望月徹男NPO法人多摩源流こすげ事務局長が、「多摩川流域から源流への思い」を鈴木眞智子多摩川流域ネットワーク事務局長が報告した。

「源流景観の特性　その保全と活用法」と題して中村良夫先生が記念講演。「源流の景観と文化を活かしたむらづくり」をテーマにしたパネルディスカッションでは、神谷博法政大学講師、柴田隆行多摩川の自然を守る会代表、和泉恵之国土交通省京浜河川事務所長、酒谷幸彦山梨県県土整備部長、中村文明多摩川源流研究所長がそれぞれパネリストになり、小菅村源流景観計画の中身とその活用法について活発に意見交した。宮林茂幸東京農業大学教授がコーディネータを務めた。小菅村は、この源流景観シンポジウムを景観むらづくりの第一歩と位置づけ、シンポジウムで提案された意見やアイデアを景観むらづくりに活用する計画である。

The Kosuge Village Headwaters Landscape Council held the Tama River Headwaters Landscape Symposium at the Kosuge Village Gymnasium on September 29, 2012. At the symposium, greetings were given by Mr. Masayuki Kinoshita, Chairperson, Kosuge Village Headwaters Landscape Council; Mr. Naoyoshi Funaki, Mayor, Kosuge Village; and Mr. Kozaburo Mabuchi, Director, Tokyu Foundation for Better Environment. Then two presentations were given: “Efforts over the Last Year for the Landscape Plan” by Tetsuo Mochizuki, Secretary General, NPO Tama Headwaters Kosuge; and “Thoughts on the Headwaters from the Tama River Basin” by Machiko Suzuki, Secretary General, Tama River Basin Net Work (TB Net).

Professor Yoshio Nakamura delivered a commemorative speech titled “Features of Headwaters Landscape: Its Preservation and Utilization.” At the panel discussion titled “Developing a Village Utilizing the Landscape and Culture of the Headwaters”, the panelists were Mr. Hiroshi Kamiya, lecturer, Hosei University; Mr. Takayuki Shibata, Representative, Group for Protecting the Nature of the Tama River; Mr. Yoshiyuki Izumi, Manager, Keihin River Office, the Ministry of Land, Infrastructure, Transport and Tourism; Mr. Yukihiko Saketani, Director, Prefectural Land Development Department, Yamanashi Prefectural Government; and Bunmei Nakamura, Director, Tama River Headwaters Institute. They energetically discussed the contents of the Plan and its utilization. Shigeyuki Miyabayashi, Tokyo University of Agriculture Professor, acted as coordinator. Kosuge Village takes this headwaters landscape symposium as the first step in landscape village development and plans to use the opinions and ideas proposed at the symposium in its landscape village development.
